HOUSE CONCURRENT RESOLUTION NO. 63

Requesting the Joint Committee on Government and Finance to make
a study of the feasibility of implementing the state building
code throughout West Virginia.
Whereas, The state building code was established to insure the
public's safety, health and welfare in the construction of
buildings and other structures; and
Whereas, The state building code currently has force and effect
only in those county or municipal jurisdictions choosing to adopt
the code; and
Whereas, Only about 25% of West Virginia's citizens are
currently covered by the state building code;
Whereas, Approximately 75% of West Virginia's citizens are not
covered by the state building code and, as such, are exposed to
potentially faulty and dangerous construction projects; and
Whereas, There is a great need to make the state building code
applicable throughout West Virginia, and to further develop an efficient and effective system of enforcing the state building
code, therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to review, examine and study the feasibility of
implementing the state building code throughout West Virginia,
along with an efficient and effective system of enforcing the state
building code; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2002, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
